The EU is committed to promote human rights in all areas of its external action without exception, in particular, using the link between new technologies and human rights as important avenues for promoting democracy. The “Arab Spring” has shown to the world how ICTs can be a powerful force to support human rights activists and in general a driver of democratization processes.Gleichzeitig, so scheint es, wenn Berichte, die sich nun seit einiger Zeit in britischen Medien und Online-Nachrichten halten, zutreffen, dass das EU-Parlament rund 3 Millionen Euro ausgibt, um EU-Trolle zu finanzieren, deren Ziel darin besteht, EU-kritische Diskussionen im Internet und hier vor allem in sozialen Meiden zu übernehmen, zu entschärfen und letztlich zum Verstummen zu bringen.

Die Berichte über die entsprechende Strategie des Europäischen Parlaments, gehen auf ein parlamentsinternes Dokument zurück, das dem Daily Telegraph zugespielt wurde. Ziel des Europäischen Parlaments ist es demnach, ein Instrument zur Überwachung der öffentlichen Meinung zu implementieren, das darauf abzielt, frühzeitig zu erkennen, ob EU-kritische Diskussionen in Blogs und sozialen Medien das Potential haben, die Aufmerksamkeit der Mainstream-Medien zu erlangen. Dabei sollen vor allem Diskussionen in Ländern überwacht werden, von denen bekannt ist, dass sie ein großes EU-kritisches Potential in der Bevölkerung haben.
